Minutes
PRESENT: Messrs. APPLETON, BEARDSLEE, BURDICK, CHERNO, CLARKE, COLLINS, HADEN, HAMMERLE, HETENYI, HILDUM, HOLMES, HOOPES, HUCKER, MAHER, MATTHEWS, McKAY, MOBLEY, OBEAR, O'DOWD, ROOSE, SCHWAB, SEIKEN, SELLS, SIMMONS, SIMONS, STUBBLEFIELD, SUSSKIND, SWANSON, TAFOYA, TOMBOULIAN, VARNER and WHITE
ABSENT: Messrs. BRUNO, GALLOWAY, HEUBEL, POPE, STOUTENBU5G, WILDER and WILLIAMSON
The meeting was called to order at 8:05 by Chancellor Varner.
Minutes of the Previous Meeting
The following amendments to the minutes of the meeting of October 15 were proposed:
1. That Mrs. White's name be moved from the list of those absent to the list of those present. Adopted.
2. Moved by Mr. Hucker, seconded by Mr. Maher that in the third paragraph everything after the sentences "Seconded by Mr. Stubblefield. Adopted." be deleted. Adopted.
3. Moved by Mr. Hammerle, seconded by Mr. Sells that in the third, fourth and fifth paragraphs after the terms "Item C", "Item D", and "Item B" there be added the phrase "of the recommendations of the Academic Affairs Committee as listed in the memorandum of October 12, 1962." Adopted.
4. Moved by Mr. Hammerle, seconded by Mr. Obear that it be made clear that the matters dealt with and described in the second and third paragraphs were of the nature of Old Business. Adopted
5. Moved by Mr. Hammerle, seconded by Mr. Stubblefield, that it be made clear that sentence two of paragraph two of page two refers to elections held previous to the entry of the latecomer. Adopted
The minutes of the meeting of October 15 were then approved as amended.
Old Business
1. Item C of the memorandum of October 12
Mr. Matthews read the following motion, proposed at the previous Senate meeting: A student must complete eight courses (32 credits) at MSUO, at least four of which must be in his major. Four courses must be completed in the two semesters immediately preceding graduation. Mr. Tomboulian moved to return this item to the Academic Affairs Committee for rewording. Seconded by Mr. Obear. The Tomboulian measure was adopted.
2. Item D of the memorandum of October 12
Mr. Matthews read the following motion, proposed at the previous Senate meeting:
Definition of Class Standings
Freshman - less than 7 courses completed (0-27 hours)
Sophomore - 7 through 14 courses completed (28-58 hours)
Junior - 15 through 22 courses completed (59-90 hours)
Senior - 23 or more courses completed (above 90 hours)
The measure was adopted.
3. Item D [sic E] of the memorandum of October 12
Mr. Matthews read the following motion, proposed at the previous Senate meeting: The following to be added to statement of withdrawal policy, p, 15 of the current bulletin - "If a student withdraws from school after mid-term, the student's instructors, in consultation with the Dean of Students, will assign an "N" or "F" grade in the courses in question." Mr. Tomboulian moved that the proposal be amended by replacing the word "mid-term" with the phrase 'the end of the sixth week of a semester". Seconded by Mr. Hetenyi. The Tomboulian amendment failed of adoption. The original Matthews motions was adopted.
4. Motion introduced at the meeting of April 25.
Mr. Matthews read the following motion, proposed on April 25, 1962: Once a grade has been received by the Registrar, it may be changed only upon written petition of the instructor to the Committee on Instruction and approval by the Committee. The measure was adopted.
5. Charge to the Publications Committee
Mr. O'Dowd read the following charge to the Publications Committee, introduced at the meeting of April 27, 1962: To consider and recommend policies for all student publications and University publications and advise the individuals responsible for them. The Publications Committee will consist of five members, one of whom will be from the staff of the Development, Alumni and Community Engagement Office. Mr.Holmes proposed to amend the charge by adding after the phrase "student publications'' the words "financed in whole or in part by the University". Seconded by Mr. Hetenyi. The Holmes amendment failed of adoption. The motion as originally proposed was adopted.
New Business
1. Recommendation from the Student Affairs Committee
Mr. Beardslee moved the following: Students whose average is below 2.0 may not serve as officers or members of committees of student organizations. Such students must also abide by any additional rules that various organizations may make regarding standing required for participation. Each student organization or activity must file with the Dean of Students Office a statement signed by its faculty adviser indicating its policy on participation by students of low academic standing. Seconded by Mr. Obear.
2. Recommendations from the Steering Committee
(a) Mr. O'Dowd moved the following: Student publications that request the information may be given a summary of the actions of the Senate. Seconded by Mr. Hildum. Mr. Hetenyi proposed to amend this measure to make it read as follows: Student publications, upon their request, may be given summaries of Senate actions by designated spokesmen of the Senate. Seconded by Mr. Holmes. Mr. Holmes proposed to amend the Hetenyi amendment by adding to it, after a comma, the phrase "these spokesmen to include committee chairmen''. Seconded by Mr. Stubblefield.
(b) Mr. O'Dowd moved the following: A member of the Senate who is unable to attend a meeting may empower another Senator to vote for him by giving to the second person a general proxy. This proxy is valid only for one pre-designated meeting, and the written delegation of voting authority must be filed in the Chancellor's office by 5:00 p.m. of the working day preceding the meeting day. Seconded by Mr. Stubblefield.
Mr. Hammerle questioned the propriety of the proposal; the Chair ruled the proposal in order. Mr. Appleton moved to table the proposal until such time as a committee be set up to study constitutional revision or it be decided that no such committee be set up. Seconded by Mr. Simons. The Appleton motion was adopted. The original O'Dowd proposal was therefore tabled in accord with the Appleton notion,
The Chair ruled that, in accord with the expressed intent of the committee which established the Constitution of the Senate, no proxies will be allowed until the O'Dowd motion returns to the Senate for consideration.
Meeting adjourned.
