Michigan State University Oakland Academic Senate Meeting

October 15, 1962

Minutes

PRESENT: Messrs. APPLETON, BEARDSLEE. BURDICK. CHERNO, CLARKE, GALLOWAY, HADEN, HETENYI, HEUBEL, HILDUM HOLMES, HOOPES, HUCKER, MAHER, MATTHEWS, McKAY, OBEAR, O'DOWD, ROOSE, SCHWAB, SEIKEN, SELLS, SIMMONS, SIMONS, STOUTENBURG, STUBBLEFIELD, SUSSKIND, SWANSON, TAFOYA, TOMBOULIAN, VARNER,  WILDER, and WILLIAMSON
ABSENT: Messrs. BRUNO. COLLINS, HAMMERLE, MOBLEY, POPE, and WHITE

The meeting was called to order by Chancellor Varner at 8:10 p.m.

Mr. O'Dowd moved the I grade may be given only after the 13th week in class where a student is unable to complete a course because of severe hardship. An I grade does not become official until approved by the Dean of the University. It is not to be considered a way whereby a student may avoid receiving a failing grade in a course. Seconded by Mr. Stubblefield. Adopted

Mr. Matthews moved that a student must earn at least a 2.0 average in the courses required for a major. The Registrar will require of the Departments certification that students have successfully completed their majors. No students meeting the stated course and grade requirements for a major may be denied certification without concurrence of the Committee on Instruction. Seconded by Mr. Stubblefield.Adopted. Mr. Appleton asked that the following statement be written into the minutes. "That collateral courses are to be included in the term 'required courses' and the major department may include them in the major at the time the action for certification is taken."

Mr. Matthews moved that Item C be placed on the agenda for discussion and action at the next meeting. "A student must complete eight courses (32 credits) at MSUO, at least four of which must be in his major. Four courses must be completed in the two semester immediately preceding graduation." Seconded by Mr. Simmons.

Mr. Matthews moved that Item D be placed on the agenda for discussion and action at the next meeting. ''Definition of Class Standings: Freshman - less than 7
courses completed (0-27 hours); Sophomore - 7 through 14 courses completed(28-58 hours); Junior - 15 through 22 courses completed (59-90 hours); Senior -23 or more courses completed (above 90 hours). Seconded by Mr. Simmons.

Mr. Matthews moved that Item E be placed on the agenda for discussion and action at the next meeting. ''The following to be added to statement of withdrawal policy, p. 15 of the current Bulletin:

If a student withdraws from school after mid-term, the student's instructors, in consultation with the Dean of Students, will assign an "N" or "F" grade in the courses in question."

Seconded by Mr. Stubblefield.

By a show of hands the members present indicated that Monday at 4:00 p.m. would be the best time to hold a Senate meeting.

Mr. Hoopes asked if late arrivals to a Senate meeting are eligible to vote for an individual in an election. An interpretation by the Chancellor indicated a late arrival would not be eligible to vote in an election.

Mr. Wilder asked that the Steering Committee present at the next meeting a statement regarding proxy votes.

Mr. Hetenyi moved for action at the next Senate meeting the following statement:  It is the policy of this institution that students may at their option graduate either under the provisions of the catalog in effect at the time of their entrance or under the provisions of the catalog in effect at the time they present themselves for graduation. This rule may be waived only by 24 affirmative votes of the University Senate. Seconded by Mr. Stubblefield.

Mr. Hoopes asked if visitors could attend Senate meetings. The matter was then turned over to the Steering Committee for a recommendation to be made at the next Senate meeting.

Mr. Haden moved to amend Item C of the October 12 memorandum - Resident requirements for graduation to read as follows: A student must complete 8 courses (32 credits) at MSUO at least 4 of which must be in his major. A minimum of 4 courses must be completed no earlier than the two semesters immediately preceding graduation. Seconded by Mr. Stubblefield. Not adopted

Mr. Hetenyi moved that the meeting be adjourned. Seconded by Mr. Stubblefield. Adopted.
