PRESENT: MESSRS: BEARDSLEE, J. COLLINS, W. COLLINS, CUSAK, EKLUND, GALLOWAY, BADEN, HETENYI, HEUBEL, HOLMES, HOOPES, HUCKER, LEWIS, MAHAR, MAHER, MARTIN, MATTHEWS, MOBLEY, OBEAR, O'DOWD, RHODE, ROOSE, SCHWAB, SIMMONS. The meeting was called to order by Chancellor Varner. The Chancellor reviewed Paragraphs I-l, 2, 3 of the Senate's Constitution pointing out that the Board of Trustees has by statute final authority on all matters. All Senate decisions are subject to review and veto by the Chancellor, the President and the Board of Trustees. However, practically, decisions of the Senate become the rule of the University.
Mr. Heubel was appointed Parliamentarian.
In regard to the recent newspaper articles about MSUO, Chancellor Vamer said he regretted that the names of two faculty members were printed in the newspapers. He said, the University views faculty contracts as personal and professional matters. He reiterated that there is no question in his mind what the goals of MSUO have been and are. The Chancellor outlined the background of the proposed student government meeting and said it had been cancelled for the present. However, there will be a meeting with all the students some time in the future at the Chancellor's behest.
Dean O'Dowd moved that the Senate proceed to elect the Steering Committee as per the instructions contained in Article II, 1, g of the basic document. Seconded by Mr. Simons. Motion carried.
Mr. Tafoya moved that the election be by means of write-in ballots. Seconded by Mr. Wilder. Any ties will be determined by lot. Motion carried.
Mr. Vamer announced that the Chair would never vote except in case of a tie.
Dean O'Dowd moved that all committees of the 1960-61 Academic Senate be empowered to continue to function as originally charged and constituted as interim committees of this Senate until such time as this Senate votes to accept a committee structure and a slate of nominees to perform the necessary functions of faculty government. Seconded by Mr. Maher. Motion carried.
Mr. Wilder moved that the words "of the Academic Senate" be stricken from the motion. Seconded by Mr. Collins. After discussion the motion was withdrawn.
The next meeting will be held at the pleasure of the Steering Committee.
