Michigan State University Oakland Academic Senate (Special Meeting)

June 2, 1961

Minutes

PRESENT:  Messrs: Beardslee,, W. Collins, Galloway, Hammerle, Hetenyi, Heubel, Hoopes, Matthews, McKay, O'Dowd, Schwab, Stoutenburg, Tafoya, Taulbee, Varner, Wilder, Wisner

Chancellor Varner opened the meeting by explaining the necessity for asking this group to act on the unfinished business of the May 31 Senate meeting in order to move forward as soon as possible with the printing of a badly needed catalog. The Chancellor further stated that this group will act as the legislative body for the faculty during the balance of this school year. Mr. Heubel was appointed Parliamentarian.

Chancellor Varner then asked Messrs. Hammerle, Tafoya, Beardslee, Wilder, and O'Dowd to present to this group for consideration in September a plan for reconstituting the Academic Senate. Mr. Hanmerle was asked to be Chairman.

Mr. Wisner explained his reactions to the calling of this meeting to act upon University policy matters without the total Senate being present,

Mr. Stoutenburg moved "That MSUO allow no credit for a nursing school diploma and/or an RN certificate." Seconded by Mr. Galloway. Approved.

Mr. Schwab moved

"1. That MSUO participate in the Advanced Placement Program under the aegis of the College Entrance Examination Board.

"2. That college credit toward graduation be granted to students presenting evidence of satisfactory completion of Advanced Placement courses with a grade of 5 or 4.   In cases where a grade of 3 or 2 is achieved, the examination would be subject to review by the department concerned which may grant Advanced Placement, with or without credit toward graduation." Seconded by Mr. Wilder. Approved.

The Chairman pointed out that item #3 on Mr. Chemo's memo of May 29 had been approved,

Mr. Matthews moved "That in those major programs where present total course requirements (University Course prescriptions, courses required for departmental majors and co-requisites, and professional courses) exceed the minimum graduation requirements of 31 courses, the student may elect to be exempted from one University Course selected from the Western Literature,  Art, and Music prescriptions." Seconded by Mr. Hoopes.

Mr. Galloway moved to amend the motion by striking out all words following "selected from" and adding "the totally prescribed University Courses, except the Social Science sequence, with the advice and consent of their Academic Advisor". Seconded by Mr. Wisner. Following an extended discussion, Mr. Galloway withdrew his amendment and Mr. Wisner his second.

Mr. Hetenyi then moved to amend the motion by substituting the following words after "University Courses selected", "as specified in the various major and minor programs of instruction". Seconded by Mr. Beardslee. Approved.

Mr. Hetenyi moved that "the Committee on Instruction be instructed to include in the catalog the following statements as they apply to the various majors or minors.

(a) History teaching majors may omit one term of Area Studies by substituting an appropriate course in Non-Western History, Art or Music.

(b) Mathematics. Chemistry, Physics and Life Science teaching majors may omit one University Course in Art, Music, or Western Literature when a group minor is used for certification.

(c) Engineering Science students may omit one University Course in Art, Music, or Western Literature.

Seconded by Mr. Beardslee.

Mr. Hammerle moved to amend paragraph b and c above to add Area Studies to the exemptions. Seconded by Mr. Matthews. After additional discussion. Mr. Hammerle withdrew his amendment and Mr. Matthews his second.

Motion as stated by Mr. Hetenyi approved.

Mr. Hammerle moved "The Requirement of Act #229 of the Public Acts of Michigan. 1957 be fulfilled by the Social Science sequence, reading assignments in materials on national, state and local government and a written examination. The examination will be graded pass or fail, and it may be taken a second time in a subsequent semester should the student fail. The student will not have discharged the total UC Social Science sequence degree prescription until he has passed the exam." Seconded by Mr. Hetenyi. Approved.

Meeting adjourned at 11:55 P.M.
