Did
you know that not all human research projects
require IRB review? According to federal regulations governing human
subjects research, only research meeting the definition of both
“research” and “human subject” come under the purview of the IRB. However,
the regulations define these terms very specifically. Research means a
systematic investigation, including research development, testing and
evaluation, designed to develop or contribute to generalizable knowledge. Human
subject means a living individual about whom an investigator conducting
research obtains (1) data through intervention or interaction with the
individual, or (2) identifiable private information.
Carefully
consider whether your project meets the federal definition of both research and
human subject before submitting an application to the IRB. If you believe that your project does NOT meet the
definitions, you must confirm this determination with the IRB administration
