There are three basic steps to the process:
Step 1: Notify Oakland University Laboratory Compliance Manager that you are applying for a DEA license, by completing “Notification Form – Appendix H”.
Step 2: Apply and obtain a State of Michigan Controlled Substance Research Registration by agreeing to a criminal history check, submitting fingerprints and paying associated fees.
Step 3: Once assigned a State of Michigan research license number, apply for a DEA Researcher Registration with the US DEA by registering with them online and providing them your State of Michigan Controlled Substance License number.
A DEA Investigator will contact you to complete your application process.
Details on applying for your State of Michigan Controlled Substance Research License Number:
- Download a State of Michigan controlled substance research application: Download application from the following link and follow the instructions: State of Michigan Research Application
- If you have any questions about the fingerprinting process you can call L1 enrollment at (866) 226-2952.
- L1 Enrollment Services will ask for your State of Michigan Agency ID.
- Complete State of Michigan application and mail with the required documentation listed on the form. An $85.00 fee must accompany this form.
Details on applying for your DEA Researcher Registration:
Once you receive your State of Michigan controlled substance research license number, you may apply for your DEA Registration. This is done by completing online “DEA Researcher Registration Form 225” at the following link:

Notes on Completing DEA Applications:
Section 1: Enter your social security number not the University’s Tax ID. You are applying for an individual license.
Section 6: Annual fee is waived for state institutions, so check off the first box, where it says, “Check this box…” For business or facility name enter “Oakland University”. On the line for “certifying official”, enter supervisor, department chair or high-level member of the administration who can certify that you are a state employee. Applicant cannot sign this certification; it must be someone at a higher level.
